On December 18, the Department of Transportation (DOT) announced the adoption of the Access Board's Public Right-of-Way Accessibility Guidelines (PROWAG) into the Americans with Disability Act (ADA) standards, affecting new construction and alterations of transit stops in public areas including boarding areas, platforms, shelters, and connections to pedestrian paths. Initially issued in August 2023 and following the General Services Administration's (GSA) adoption in July 2024, DOT is the second federal entity to enforce PROWAG with the approved rule going into effect on January 17, 2025.
This rule signifies a significant step towards improved accessibility at transit stops. By January 2025, any new or altered transit stops will need to meet the ADA standards as per PROWAG, ensuring that individuals with disabilities have equal access to public transportation.
The Access Board's new PROWAG guidelines were published under the Americans with Disabilities Act (ADA) and the Architectural Barriers Act (ABA) which address access to sidewalks and streets, crosswalks, curb ramps, pedestrian signals, on-street parking, and other components of public right-of-way. These guidelines also review shared use paths, which are designed primarily for use by bicyclists and pedestrians for transportation and recreation purposes.
